Why was this campaign banned?

This was a campaign done for Nokia's Ngage gaming mobile couple of years back. Apparently this was also banned by Advertising Standards Authority (ASA). The reason for the ban seems to be "offensive and distressing in its depiction of violence and crime, especially to those who saw it in areas where they faced an increased possibility of assault". The reason seems absolutely stupid to me. Don't you agree? The full story can be read here.
